Identify which material your window is made of, and then buy primer specified to attach to this material. Note that some plastics are not intended to be painted at all. Remove any loose paint, using a box of knives and sandpaper. In most cases, white interior shutters frames are too narrow and angled to accommodate a standard color scratch. Run a line of masking tape along each side of the window frame section you intend to paint. Put a dust sheet down under the window.
Apply primer to all parts of the white interior shutters. Use long, even strokes running in the same direction. To paint narrow parts of the frame, turn your brush so it runs parallel to the row of the frame you paint. Wipe the paint on the glass with a cloth. For dried paint, scratch it carefully with the box knife. Let the primer dry, and then apply a layer of paint as described in step 4.
